Americans have a tendency to hurry. We rush to work and back and we are always trying to get more done in less time. It is not surprising, therefore, that we are often frustrated with the slow pace at which Congress addresses the issues that are important to us. Thomas Jefferson offered an explanation for Congress’s slow and inefficient style of working:
“Procrastination is unavoidable. How can expedition be expected from a body which we have saddled with an hundred lawyers, whose trade is talking?”
